Mayor Dan Sheets has called for two Special City Council meetings to be held on August 13, 2024 at 12:00 PM. These are open and public meetings and Council members are expected to attend via zoom.

The purpose of the two Special Council meetings is to consider a resolution supporting a grant application to build a pedestrian bridge across the Long Tom River and create an Ad Hoc Committee to support continuing negotiations with the South Benton Community Enhancement Association, Benton County, and the City of Corvallis for both the use of the Monroe Community Library property and library services.

At the regular City Council Meeting on August, 26, 2024, an executive session pursuant to ORS 192.660 (2)(f) will be held to consider information and records that are exempt by law from public inspection, specifically regarding the Monroe Community Library. The executive session is closed to the public. Any decisions or statements of Council after executive session will be held in open, public session.

Following the Executive Session, a public hearing will be conducted for the purpose of answering questions and providing clarification on issues regarding the Monroe Community Library.

The City Council will meet at 6 PM, at the Monroe Community Center, 605 Main Street, Monroe. The Executive Session is first on the agenda.

The Monroe Planning Commission will be conducting a public hearing on Tuesday, September 10, 2024, 6PM, at the Monroe Community Center, 605 Main Street, Monroe, for the purpose of accepting any and all public comment prior to deliberating and deciding on a recommendation to amend the Monroe Land Use Code regarding rezoning selected areas within the Monroe city limits.

LAND USE ACTION REQUEST: The Monroe Planning Commission and City Council have reviewed proposals for rezoning selected areas in Monroe to better reflect current and future development within the city. The proposed zoning changes reflect current and proposed uses. In some areas for proposed zone changes, the Planning Commission and Council already approved Conditional Use Permits that match the proposed zoning. These changes are intended to allow for a more efficient use of residential property, a better fit with state zoning mandates, and encourage economic development.

The areas addressed by this planning process are in residential zones (GRA and GRB) and Light Industrial zones (M). These areas are east of the Red Hills development, on either side of Commercial Street between 6th and 7th Streets, along 6th Street between Main and Orchard, an area comprising the 6th street easement to the east, 10th street to the west, Ash to a line where 7th turns to 8th street, and the area leased from Benton County north of the Library along Hwy99W from Ash to Cemetery Road  (See maps). 

• The proposed GRB Medium Density zoning replaces GRA Single-Family Residential zoning
• The proposed P Public zoning replaces M Light Industrial zoning (leased from Benton County for a Park)
• The proposed C Commercial zoning at Depot St and 5th (Hwy99W) replaces M Light Industrial zoning
• The proposed C Commercial zoning on Commercial Street replaces GRB Medium Density zoning

BASED UPON THE FINDINGS OF FACTS, STAFF IS RECOMMENDING THE PLANNING COMMISSION APPROVE AMENDING THE MONROE LAND USE CODE TO CHANGE ZONING IN SELECTED AREAS.

Copies of the staff report will be available for review seven (7) days prior to the public hearing date at Monroe City Hall during normal business hours. This will be an open and recorded public hearing prior to Commission deliberation. The Planning Commission and the Monroe City Council are the decision-making bodies for this type of legislative action though it can be appealed to Oregon’s Land Use Board of Appeals (LUBA).

The Monroe City Council will be conducting a public hearing on Monday, July 22, 2024, 6 PM, at the Monroe Community Center, 605 Main Street, for the purpose of accepting any and all public comment prior to deliberating and deciding on a recommendation to adopt changes to the Monroe Land Use Code regarding short-term rentals in designated City zones.

 LAND USE ACTION REQUEST: The Monroe Planning Commission and Monroe City Council have reviewed different options for short term rentals within the City for both residential and commercial zones, including the Riverside District Overlay, which comprises the historic downtown and commercial core of the City of Monroe along Highway 99W. The proposed use standards will provide for the establishment of accessory short-term rentals. These are intended to allow for a more efficient use of residential structures, including those in mixed use zones, without detracting from neighborhood character. The use standards also provide an alternative form of lodging for visitors who prefer a residential setting or provide opportunities for economic development in the commercial downtown core.

The areas addressed by this planning process are in residential zones (GRA and GRB) and Commercial zone (C), including the zones within the Riverside District Overlay (See map).

Proposed Land Use Amendment for Short Term Rentals

 

On Monday, August 26, 2024, the Monroe City Council approved an extension of the Monroe Community Library Services Inter-governmental Agreement (IGA) with Corvallis through December 31, 2024. See the Press Release for more information.

The filing period for the 2024 General Election on November 5th has started. The positions of Mayor and three City Councilors will appear on the ballot. Each candidate for the Mayor or City Council must complete Form SEL 101 and return it to City Hall no later than 5:00 PM August 27, 2024.
